November 6, 2008 - 2009 Rule Book Changes

Listed below are a few IBRA Rule Changes for 2009 we thought you would like to see. The 2009 Rule Books are at the printers and should be mailed out next week. You can find the complete 2009 Rule Book on our website under Rule Book.

STATE QUALIFIERS & TOP DOGS
To be a State Qualifier: Anyone with 100 points or more is considered a State Qualifier.

The Top 5 in each division of the Open, Youth, & Masters will be considered a Top Dog and will automatically qualify for the Short Go at the National Finals.

SUBSTITUTIONS
Points will be on horse and rider combination.
Substitutions: Are accepted due to injury or death only. One (1) substitution is allowed per season (change of horse) unless you go back to your original horse then you must stay with that horse. Notification with vet release or death certificate MUST be sent to the IBRA office in writing (Fax or e-mail) by Monday following the show in which you have substituted. After results have been posted, NO CHANGES will be made. Substitution Horse: may be a horse that you
have already competed on, but have never received points on.
National Finals: Only the horse you qualified on for the National Finals during the season will be eligible to run as a Top Dog or State Qualifier. If you have to substitute for the National Finals, you will loose your State Qualifier and/or Top Dog status.

SHOW APPROVALS
In order to have an IBRA approved 4-D barrel race, a written request (approval form) must be sent to the office within six weeks of any show to be approved. Exception, if State Director submits a show that has special circumstances and then sends out a special mailing to all their state members within 3 weeks of show. IBRA office will make final decisions on all show approvals.

WILD CARDS
A Wild Card enables a member to run at the National Finals as a Top Dog. Wild Cards will be awarded to an IBRA member that wins any Open, Youth, or Masters division at a Preferred Show and at various events throughout the season. Wild Cards may only be used by the person who won the Wild Card. If you win a Wild Card on a horse that is already qualified as a Top Dog, you may transfer the Wild Card to another horse as long as you own the horse. The Wild Card must be used at the National Finals in the year it was won. (If you currently have a Wild Card you have not used, it will be honored in 2009 and qualifies you as a Top Dog, but it must be used in 2009.)
Wild Cards will no longer be carried over to the next year.
